Career Start Funding Information

Career Start Funding

Career Start supports Queensland job seekers to start their career, or move into more skilled roles or full-time employment. You can participate in either a general training pathway, or an employment-based apprenticeship or traineeship pathway. You'll receive reduced-cost entry-level training aligned to the skill outcomes required by industry. Career Start provides eligible Queenslanders with: access to certificate III qualifications in priority and emerging industries access to apprenticeship and traineeship training in priority and emerging industries access to lower-level qualifications identified by industry as the entry point for jobs expanded access to foundation skills such as language, literacy, numeracy, digital literacy and employability skills increased access to training in regional and remote areas supported training pathways for women and priority cohorts to take up skilled careers. 
CareerStart replaces funding previously available through the Certificate 3 Guarantee and User Choice programs.

What qualifications are subsidised?

Under the Career Start funding, the Queensland Government provides a subsidy for a range of certificate III level qualifications. Foundation skills training and lower-level vocational qualifications may also be subsidised in certain circumstances.

Are you eligible to participate?

To be eligible, you must: 
- be aged 15 years or older, and no longer in school 
- permanently live in Queensland 
- be an Australian or New Zealand citizen, Australian permanent resident (includes humanitarian entrants), or a temporary resident with an eligible visa subclass 
- not already have a certificate III or higher qualification completed within the last 10 years (qualifications completed as a school student, and foundation skills qualifications don't count) 
- not be enrolled in another qualification, even if it's on hold or deferred, whether funded by us (Department of Trade, Employment and Training) or not (foundation skills qualification don't count). 
Along with the eligibility criteria above, specific entry requirements or exemptions may apply to certain funded qualifications and skill sets. These are set by industry or sector requirements, as well as national training package guidelines.

What level of subsidy is available?

The investment priority or importance of the training determines the size of the government subsidy. Training in vocational areas that aligns with important economic and industry skill needs will receive a higher government subsidy. A higher subsidy will also be paid to support participation by disadvantaged learners. What is considered Concessional?

Under the Career Start funding, concessional participants are defined as follows:

  • The participant holds a health care concession card or pensioner concession card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care concession card or Pensioner concession card, and is named on the card; or
  • The participant holds an official form under Commonwealth law confirming that the participant, his or her partner or the person of whom the person is a dependant, is entitled to concessions under a health care concession card or pensioner concession card; or
  • The participant is an Aboriginal or Torres Strait Islander person.

Do I need to contribute to the cost of training?

Given the benefits that training provides to individuals, students undertaking certificate III level training and non-concessional students undertaking lower-level training are required to contribute to the costs of their training through a co-contribution fee. The fee may be paid on your behalf by an employer or another third party but cannot be paid by the training provider.
